I've been having a shufti around and I've found what looks to be a very interesting RPG game with some elements of building a city. It's called Northern Shadow and here's a little screenshot to showcase it:

Basically, you design a kingdom/city/rural area/anything else you can think of in a game board style or rather in RTS style so you add all the various pieces like trees, buildings etc. Once it's all built, you can then enter your world with Skyrim-esque graphics and gameplay in a way. It's your city so you can do whatever the hell you want with it.

I must say it looks very impressive. You even get your own minions to do all the work and build that house the size of Jupiter or just throw them into a pit of lava.
