  However, even that will not stop the abuse we are currently seeing. A troll could still log in invisibly and report several users then log in again under another user name and report several more. A difficult problem to solve I think.

  The idea of VIPs being the only ones to be able to report was very unpopular amongst non-VIPs on here. However, it would solve this issue as the troll would not pay several times for multiple VIP accounts I am sure. 
  
  If combined with giving a valid reason it should be OK. VIPs who abuse the situation would lose their account and all the credits associated with it.
  
  Much fairer than the current wild west state of affairs.

  It will not be that easy for him, as much as I knock Admins sometimes they are just regular people like us and will be able to see whats what when it comes to any vendetta type reporting so I am willing to trust their judgement in these circumstances, lets not forget it as new to them as it is us and they have to get used to it too so a few mistakes although annoying are forgivable for the time being at least!

  An alternative would be to make reporting only available to loyal users who have had an active account for a certain period of time, say 3 or 6 months. This would stop the availability of the button to users created en masse, just hours or days before they are used to create mayhem.

  This is a very good idea GD, one I think that is easy to set up and would be very effective!

  knowing certain members who have paid for VIP, i dont think they necessarily have the maturity to deal with "banning" and "reporting" exclusively.

  I agree that people who pay for VIP are not necessarily mature and responsible. But they are not internet trolls either, which free users could easily be, even if the vast majority of them are not. The ready ability to create accounts for free is the weakness which he feeds upon.

  However, having a qualifying period before you can report may be the other way to do it. He could of course set up 50 accounts and wait for them to mature before he then reaps havoc with them. However, if the period was 6 months to wait, you would need to be a real psychopath to plan your future attacks that far ahead and remember to do it when it finally came around.
  
  So I think this would work.

  With a user base that doesn't carry on like jealous, hormonal teenage girls we probably wouldn't need either.
