Cannot call

I've got credit, but everytime I try to call on my phone or my laptop it won't work. On my laptop is just shows please wait and never changes. On my phone it doesn't do anything after clicking on call me till I press back, amd even then it only shows calling for a few seconds, disappears and nothing happens. Do I need to top up before everytime I call?
